In compliance with the hospital's philosophy, goals, policies, mission, priorities and vision, the Director is responsible for providing overall leadership, management and strategic planning for Obstetric Services programs and staff that comprise the service line to ensure operational cost-effectiveness and efficiency, compliance with external regulatory, accrediting, and statutory requirements and that institutional goals, policies and objectives are met in providing quality services. Provides direction and guidance in strategic operations and planning. In collaboration with the Associate Chief Nursing Officer, establishes the strategic plan and goals and objectives; developing and administering policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; reviewing and approving budget plans and monitoring financial performance; human resources management; quality and performance improvement; compliance; information systems; capital planning and acquisitions; space planning and logistics; business development, marketing and community outreach; and coordination and delivery of services.
The span of control includes Labor and Delivery, Antepartum, Maternity, Normal Newborn Nursery, and Lactation departments and maintenance of the clinical workforce within LPCH and in network of care locations and joint ventures.

Must perform all duties and responsibilities in accordance with the hospital’s policies and procedures, including its Service Standards and its Code of Conduct.
• Plans, organizes, manages, directs, and delegates authority / responsibility to meet the day-to-day operational activities of the service line consisting of multiple programs and/or units by determining policy, program priorities, and the utilization of resources to fulfill established institutional and service line objectives and the delivery of optimal health care services. Creates a clear organizational vision and provides leadership in integrating programs and services with the hospital's primary functions by supporting organizational philosophy, goals, policies, mission, priorities, and vision, and by delivering optimal quality health care services.
• Assists the Associate Chief Nursing Officer and collaborates with physician leadership and subordinate managers and supervisors in performing the short-term and long-term strategic planning and business development functions of the institution; develops clinical service development plans and annual work plans that contain goals and objectives, considering relevant financial, clinical and market data; clinical volume targets; and methods for evaluating performance to plans. Updates plans as needed; and monitors and reports on progress.
• Determines or recommends policies that guide and support the provision of quality services by analyzing all pertinent issues and information; assessing the impact of proposed policy on the provision of services to patients; ensures that policies and procedures are compatible with the mission, goals and values of the hospital and meet external regulatory, accrediting and statutory requirements; determines the resources necessary to implement such policy in order to ensure the cost-effective and efficient provision of services. Provides policy direction and interpretation to department managers in managing their respective areas of responsibility.
• Analyzes and develops proposals to resolve key operational challenges such as improvements in service, access, and capacity. Identifies opportunities to improve financial and operational performance.
• Establishes and implements processes to assure the integration/coordination of all services.
• Determines program priorities by evaluating the needs of target populations and assessing the availability of human, fiscal and equipment resources to implement policy and programs effectively.
• Directs, reviews, determines priorities, and evaluates operating and capital budget requests for services. Monitors ongoing revenue and expenses for services for conformance to the approved budget, taking corrective action as needed for variances. Works collaboratively with other members of the management team in providing cost-effective and efficient operations.
• Directs the administration of programs and/or evaluates the quality of services provided through review of reports and/or statistical data and conferences with reporting staff; authorizes redistribution of available resources to meet changing program needs; resolves conflicts between reporting staff on areas of shared responsibility; establishes reporting relationships and administrative controls over program or support operations; coordinates activities with other departments in areas of mutual concern. Identifies and implements new programs.
• Oversees the appropriate hiring of staff. Ensures that orientation, staff training, and development programs are in place and provided to all staff. Responsible for the systematic evaluation of staff performance. Ensures personnel policies and procedures are followed and monitored. Interviews, selects, provides orientation and training for, and evaluates the performance of staff, including subordinate managers and supervisors. Recommends and/or approves disciplinary actions or responses to grievances.
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
Education: Bachelor of Science in Nursing (BSN) required. Master's degree in a work-related field/discipline from an accredited college or university required.
Experience: Broad and extensive and progressively responsible directly related work experience in administrative and/or managerial positions
License/Certification: California Registered Nurse (RN -CA)
License/Certification: Specialty Certification from American Nurses Credentialing Center (ANCC) -OR- Certified Nurse Manager from AONE (CENML) -OR- Certified in Executive Nursing Practice from AONE or ANCC within six months of hire

• Knowledge of the current theories, principles, practices and standards of as well as emerging technologies, techniques, issues, and approaches in the nursing profession, particularly those applicable to the area of assignment/expertise.
• Knowledge of leadership and management skills essential to the practice of nursing, principles and practices of and current trends in health care delivery and hospital system organization and administration
• Knowledge of the types of nursing practice and delivery systems, understanding of the complexity of the nursing practice environment, roles and responsibilities of the health care team members to achieve quality outcomes
• Knowledge of laws, rules and regulations; standards and guidelines of certifying and accrediting bodies; hospital and department/unit standards, protocols, policies and procedures governing the provision of nursing care applicable to the area of assignment.
• Knowledge of principles and practices of organization, administration, fiscal and personnel management
• Ability to demonstrate vision and innovative concepts to develop, design and implement programs and lead process improvement projects
• Ability to plan, prioritize, direct, manage and evaluate as well as set standards for a major nursing function or program using a systems thinking approach, manage projects and change processes, and effectively and appropriately allocate resources at the care delivery level
• Ability to provide leadership and influence others to promote a productive culture by valuing individuals and their contributions
• Ability to align organizational vision, set short and long-term objectives with service line and hospital strategic goals, focus and prioritize resources, and evaluate outcomes
• Ability to establish the strategic direction and business plans for a functional group and establish and implement program goals and objectives that support the strategic plan
• Ability to supervise, coach, mentor, train, and evaluate work results
